Canterbury has a good range of options, from independent guesthouses and boutique hotels close to the cathedral to larger chain hotels on the edges of the city, and it puts you within easy reach not just of Stelling Minnis and Davison's Mill but of the whole Kent Downs area and the Elham Valley villages to the south. Staying in Canterbury also means you are close to the mainline station, useful if you are travelling from London by train and picking up a hire car or taxi for the last leg out to the Downs.
If you would rather stay closer to Stelling Minnis and are happy with something smaller and more rural, look at bed and breakfasts and farmhouse accommodation scattered across the villages of the Elham Valley just to the west, several of which occupy converted oast houses or farm buildings and put you within a short drive of the common and the mill. Wherever you choose to stay, this is walking and driving country rather than a place with everything on your doorstep, so it is worth picking a base with reasonably easy road access to the B2068 and the wider Kent Downs lane network, and checking opening times for the windmill and any village pub before you travel, as rural opening hours can be seasonal.
